To view versions of SPSS output files prior to V16 if running V16.

Download from SPSS Support:

Once in Support search for Legacy Viewer. Download the zip file, unzip into a work area then run the setup to install.

If you don't have an account then login with

ID as Guest and
Password as Guest

It is case sensitive.
